Job Summary: 

Alluvionic is seeking a Subject Matter Expert (SME) specializing in measurement science and psychometrics. This role is responsible for ensuring the validity, reliability, and fairness of exam and assessment programs. The SME Training and Development Manager plays a critical role in the design, development, and evaluation of assessments and testing instruments to ensure alignment with training objectives and competency standards. This position supports complex and mission-critical programs and provides strategic guidance to project teams and stakeholders.

Responsibilities:
  • Apply principles of psychometrics to measure and evaluate the validity, reliability, and fairness of testing and assessment programs.
  • Lead the development of valid and reliable tests and assessments that align with program requirements and enabling learning objectives.
  • Collaborate with cadre and program Subject Matter Experts to identify the knowledge, skills, and competencies required for participant success.
  • Ensure assessment questions are aligned to course Enabling Learning Objectives (ELOs) and competency frameworks.
  • Work closely with Journeyman and Junior Management Analysts to ensure proper assessment structure, question formats, number of questions, and appropriate levels of difficulty.
  • Establish assessment parameters, including time allotments and scoring methodologies.
  • Make informed decisions regarding point values, scoring models, and performance thresholds.
  • Supervise and guide assessment development from project inception through final delivery for complex to extremely complex programs.
  • Conduct analytical reviews, evaluations, and studies to recommend improvements or optimizations to assessment programs.
  • Lead surveys and data collection efforts to analyze results and provide actionable recommendations to stakeholders.
  • Provide strategic advice, technical guidance, and expert consultation to program staff and clients on assessment-related challenges.
Required Qualifications:
  • A minimum of 10 years of professional experience as a Subject Matter Expert in training, assessment, measurement, or psychometrics.
  • Recognized industry leader with exceptional and/or highly unique expertise in the field.
  • Demonstrated experience designing, validating, and managing large-scale or high-stakes testing and assessment programs.
  • Proven ability to lead complex projects from concept through completion.
  • Experience providing strategic consultation, technical leadership, and expert recommendations for mission-critical programs.
  • Strong analytical skills with the ability to interpret assessment data and recommend improvements.
  • Subject Matter Expert (Senior/Expert level)
  • Independently performs highly complex and specialized functions
  • Initiates, supervises, and oversees entire assessment development lifecycles
  • Provides leadership, guidance, and oversight to junior and journeyman project personnel
