Journeyman Management Analyst - 508C Compliance
Job Summary:
Alluvionic is seeking a Journeyman Management Analyst - 508C Compliance to provide Journeyman and/or Junior Management Analysts responsible for the design, development, evaluation, and production of educational courses delivered online and/or in‑person. This role supports FEMA training programs and ensures all courses meet applicable FQS requirements, SME expectations, and Section 508 accessibility standards.

Responsibilities:
- Design, develop, and produce educational courses from concept through final delivery in online and/or in‑person formats
- Collaborate with course Subject Matter Experts (SMEs) to develop the Plan of Instruction (POI) and course content
- Ensure final course products meet the expectations and requirements of SMEs, cadres, and FEMA Qualification System (FQS) standards
- Facilitate and support course evaluation activities and assess instructional design effectiveness
- Coordinate and support Alpha and Beta test delivery phases as part of course development
- Ensure all courses comply with Section 508 accessibility requirements
- Ensure compliance with all FEMA policies, standards, and requirements for course production
- Maintain course documentation and provide recommendations for course improvements as required
- 4 to 10 years of relevant experience
- Bachelor’s or Master’s degree (BA/BS or MA/MS)
- Performs all functional duties independently
- Leads course development activities, instructional design decisions, and evaluation efforts
- Instructional design and adult learning principles
- Online and in‑person course development experience
- Familiarity with FEMA training standards, FQS, and federal training environments
- Strong collaboration and communication skills
- Experience supporting evaluation, testing, and continuous improvement processes
