Project Specialist - Federal Design & Construction
Job Summary:
Alluvionic is seeking a highly qualified Project Specialist to support a proposal submission to the National Park Service. This is a contingent position pending contract award. We are collecting resumes at this stage to include in the proposal package. The selected candidate will play a critical role in managing and supporting complex, multi-phase design and construction projects in alignment with federal guidelines and the FAR 36.601-4 requirement.

Location: Remote
Responsibilities:
Develop and maintain detailed project plans and schedules for A/E or construction projects aligned with Performance Work Statement (PWS) or Statement of Work (SOW).
Coordinate across multidisciplinary teams including architects, engineers, contractors, and Government stakeholders.
Monitor project compliance with federal design and construction standards, including sustainability principles.
Track and report task order costs and variances against government cost estimates and fee limitations.
Facilitate effective communication between all stakeholders, especially in preconstruction and planning phases.
Identify and mitigate risks related to design, construction delays, or unforeseen site conditions.
Maintain comprehensive records of task order activities and deliverables for audit and reporting.
- Submit deliverables per contractor-defined processes and resolve issues in coordination with the Contracting Officer Representative (COR).
- Oversee construction phases and ensure all submittals comply with project specifications.
Education: Bachelor's degree (4-year) from an accredited college/university in one of the following fields: Architecture, Landscape Architecture, Mechanical Engineering, Civil Engineering, Electrical Engineering, Structural Engineering, Geotechnical Engineering, General Engineering, Construction Management
Experience: Minimum of 8 years of project management experience, including:
- Field work relevant to candidate’s discipline (e.g., engineering, architecture, planning).
- Oversight of complex, multi-year design and construction projects with multiple stakeholders and potential jurisdictional issues.
- Knowledge of project management methodologies and principles.
- Strong written/verbal communication, problem-solving, and conflict resolution abilities.
- Familiarity with contract administration and compliance.
- Proficiency in Microsoft Project, Word, and Excel.
