Responsibilities
Contracts & Program Operations
- Lead the contract administration function across awarded contracts.
- Oversee contract modifications, option periods, renewals, recertifications, and compliance requirements.
- Ensure contract deliverables, reporting requirements, and customer obligations are fulfilled.
- Manage customer-facing contract administration and business opportunity procurement portals and reporting systems.
- Maintain visibility into contract performance, risks, and deadlines.
- Coordinate subcontract administration activities.
- Partner with Business Development and Capture teams to identify, shape, qualify, bid, win, and transition business opportunities from pursuit to execution.
- Support pipeline management, proposal development , pre-award planning, and successful post-award phase-in.
- Help identify recompetes, contract expansions, and growth opportunities within existing programs and for new customers.
- Provide oversight and guidance to Project Managers and Program Managers.
- Establish project management standards, reporting processes, and governance.
- Review project health, schedules, risks, budgets, and staffing plans.
- Drive consistency across deliverables, customer communications, and project execution.
- Maintain strong relationships with customers and contracting offices.
- Monitor customer satisfaction and identify growth opportunities.
- Resolve escalated customer concerns and operational issues.
- Coordinate with Business Development regarding account management strategies.
- Develop processes that improve contract management, reporting, onboarding, and customer service.
- Implement metrics and dashboards to track portfolio performance.
- Support executive leadership with strategic planning and operational decision-making.
- Ensure compliance with company policies, federal regulations, and customer requirements.
Qualifications
Required
- Bachelor's degree in Business, Project Management, Contracts, Operations, or related discipline.
- 10+ years of demonstrated experience in Federal Government contracting in both Business Growth (winning contracts) and Program Execution (services delivery).
- Experience managing a pipeline of multi-million-dollar deals and building relationships with agency clients.
- Experience with proposal support, capture activities, or business development collaboration, including development of past performance citations, staffing solutions, and pricing strategies.
- Experience managing execution of contracts, task orders, IDIQs, GWACs, or large professional services programs, specifically, GSA MAS, OASIS, and/or OASIS+; NASA SEWP, or other GWACs, and agency-specific contract vehicles such as Navy SeaPort.
- Experience managing relationships with Federal Government Contracting Officers.
- Strong understanding of contract administration and subcontract management.
- Experience managing customer-facing contract administration and business opportunity procurement portals and related deliverables and reporting requirements.
- Strong leadership, communication, and organizational skills.
- PMP certification.
- FAC-C, CPCM, NCMA, or similar contracting certification.
- Experience leading PMO or program operations organizations.
- Existing federal agency and industry relationships.
