Mid/Journeyman eLearning Developer
Job Summary:
Alluvionic is seeking a highly skilled Mid/Journeyman eLearning Developer to support FEMA’s training and workforce readiness mission. The ideal candidate has hands‑on experience designing and developing interactive digital learning solutions for federal audiences, strong proficiency with modern eLearning authoring tools, and a solid understanding of adult learning principles. This role involves collaborating with instructional designers, subject matter experts, and FEMA program stakeholders to build high‑quality training that supports emergency management competencies.

Responsibilities:
- Develop SCORM‑compliant eLearning modules, microlearning, job aids, and multimedia assets supporting FEMA training requirements.
- Transform instructional design documents, storyboards, and raw SME input into engaging online learning experiences.
- Build interactive simulations, assessments, scenario‑based learning, and other digital learning components.
- Ensure all developed content meets Section 508 / WCAG 2.1 accessibility standards.
- Conduct quality assurance reviews, functional testing, and troubleshooting of courses across LMS environments (e.g., FEMA’s LMS, Cornerstone, Blackboard, etc.).
- Support iterative design reviews with SMEs, project leads, and FEMA course owners.
- Develop, edit, and optimize graphics, animations, screen recordings, and audio narrations.
- Maintain version control, documentation, and technical specifications for all developed training products.
- Provide recommendations on improvements, modernization, and best practices in digital learning methodologies and technologies.
- Collaborate with cross‑functional FEMA training teams, including instructional designers, curriculum managers, and technical personnel.
- Bachelor’s degree in Instructional Technology, Education, Communications, Computer Science, or related field (or equivalent experience).
- 3–6+ years of experience developing eLearning products for federal, defense, or enterprise‑level audiences.
- Demonstrated proficiency with at least two major authoring tools:
- Articulate Storyline / Rise
- Adobe Captivate
- Adobe Animate or After Effects (preferred)
- Strong understanding of SCORM 1.2/2004, xAPI, and LMS deployment requirements.
- Experience applying adult learning theory, user experience design, and instructional media best practices.
- Proven ability to build 508‑compliant learning materials—including alt text, transcripts, captions, keyboard navigation, and color‑contrast requirements.
- Proficiency with graphic design and multimedia tools such as Adobe Creative Cloud (Photoshop, Illustrator, Audition, Premiere Pro).
- Excellent attention to detail, communication skills, and ability to manage multiple projects.
- Ability to obtain and maintain FEMA/DHS suitability or relevant background check (if required).
Preferred Qualifications:
- Experience developing training in emergency management, disaster response, or homeland security domains.
- Familiarity with FEMA’s training frameworks (e.g., EMI, NTED, ICS curriculum).
- Experience with agile or iterative development environments.
- Knowledge of learning data analytics and xAPI implementation.
- Experience creating interactive videos, gamified learning, or mobile‑responsive content.
- Working knowledge of UX/UI standards for instructional interfaces.
